Pine Meadow Trail Oddity

Spotted in Sterling Forest State Park was this unusual tableau, along the Pine Meadow Trail. Near the top of this telephone pole is an upside down garbage can which is perforated with well over 100 neatly spaced, approximately 1" diameter holes. I have absolutely no idea why it's there.
